Goal check-ins can only be made by the “last person” in the cascading goal hierarchy. If you have cascaded a goal, you cannot check-in for it because it no longer belongs to you. The person to whom you cascaded the goal has now become the new owner of the goal and only he or she can check-in on the goal.
