As an admin, you can always see the list of contributors to a department/Organization goal hence, if you are not seeing any contributor that implies there are no individual goals that have been aligned to that department/Organization goal.

Regarding the visibility of contributors, we have a setting that will let everyone to see the list of contributing goals of a department/Organization goal across all the departments. Kindly contact the support to enable this 

By default only site admins and department admins can see the contributors list.
