The role of the secondary manager in the review process is only to view the review. The secondary manager would not be able to make any changes in the review process nor would be able to provide any inputs. Hence, secondary managers cannot participate in the review process. In case you require the secondary manager to provide any inputs in the review you would need to add them as Additional Reviewer.
