You can disable the ratings from the cycle settings as shown below.
Under "Configure Review Inputs" section change the settings to "No" for the following functionalities.
- Allow employees to rate
- Allow manager to rate
- Enable manual overall rating for employees
- Manager Overall Rating
Under "Performance Rating Scale" section set "No" to "Show rating scale in the review form".
